The City of Jarrell, Texas, is hiring a Water & Wastewater Resource Manager to lead and protect one of our most critical assets: our water future.
This is a full-time, in-person position reporting directly to the City Manager — offering an exceptional opportunity to guide strategic water and wastewater decisions, represent the City in wholesale and retail negotiations, and directly influence our infrastructure development in one of the fastest-growing cities in Central Texas.

What You’ll Do:
• Negotiate Water Agreements: Lead negotiations for wholesale and retail water and wastewater supply agreements (purchase and sale), ensuring long-term resilience and affordability.
• Infrastructure Oversight: Coordinate planning, engineering, and phasing for transmission, treatment, storage, and reuse infrastructure — balancing capacity with development patterns.
• Regulatory Navigation: Ensure all work complies with state and federal standards including TCEQ, EPA, FEMA, TMRS, and Texas Water Code — including coordination with MUDs, CCNs, and ETJ considerations.
• Risk & Resource Strategy: Analyze and recommend how best to secure water and wastewater resources that meet current and projected needs, including fiscal modeling and capacity forecasting.
• Stakeholder Management: Collaborate with developers, engineers, legal teams, and consultants to align utility strategy with growth management and community expectations.
• Department Building: Lay the foundation for a future Utilities team — establishing procedures, documentation, and relationships that will scale as the city grows.

What We’re Looking For:
• Minimum Qualifications:
o Bachelor’s degree in Civil or Environmental Engineering, Water Resources, or related field.
o E.I.T. or P.E. licensure in Texas required (or ability to obtain in 6 months).
o 4+ years (E.I.T.) or 6+ years (P.E.) in water/wastewater negotiations, design, or public utility management.
o Experience with drainage/flood control, reclaim/reuse systems, and water master planning preferred.
• The Ideal Candidate Will Be:
o Mission-driven, collaborative, and able to hit the ground running.
o Adept at reading agreements, identifying municipal risk, and turning high-level goals into executable strategies.
o Familiar with Central Texas water supply dynamics, regional wholesale markets, and the challenges of small but rapidly growing cities.
o Comfortable managing relationships with MUDs, utility providers, consultants, and regulatory bodies.

Salary & Benefits:
• E.I.T. Range: $90,000 – $100,000
• P.E. Range: $115,000 – $125,000
(Salary commensurate with experience and qualifications)
